I just had a great idea, but the thing is you NEED...
Have an ipad mounted to your person somewhere, (or just carry one around?) and be displaying a sweet flickr feed of images tagged NYC Halloween 2010, snapped from monacles not too much unlike your own all around town.
Expensive! but exciting and connected to the halloween hivemind in a realtime fashion!
